CampSIG PROPOSED BYLAWS

CAMPUS TECHNOLOGIST BYLAWS

ARTICLE 1: NAME AND LOCATION
Tbe name of the organization shall be the Campus Technologist, a division of the Texas Computer Education Association (TCEA), which is a non-profit corporation, incorporated in the State of Texas. Hereinafter, the Special Interest Group will be referred to as CampSIG.

ARTICLE II: PURPOSE AND OBJECTIVES
Section 1. Purpose.
The purpose of CampSIG shall be consistent with those purposes outlined in the TCEA Bylaws to include, but not limited to:

  1. To encourage an active interest in technology on levels Pre K - 12 throughout the state of Texas.
  2. To provide an opportunity to study and keep abreast of any new trends in technology.
  3. To assist teachers in training programs in Texas in the area of technology.
  4. To provide resources for instructional technologist for troubleshooting and instructional ideas.
  5. To promote communication and cooperation between instructional technologist.
  6. To provide a liaison with other organizations involved in the use of technology as an educational tool.

Section 2. Objectives
The objectives of the CampSIG shall be as follows:

  1. To promote equal opportunities for all students within Texas to enjoy the benefits of technology-integrated instruction.
  2. To assist in the establishment of effective use of technology in the total school curriculum.
  3. To encourage the implementation of effective mechanisms for sharing and disseminating information concerning technology.
  4. To promote sound development directions for technology through ongoing communication.

ARTICLE III: MEMBERSHIP
Section 1. Qualifications.
Membership in this association shall be composed primarily of persons employed by and who supervise or instruct using technology within a public or private school/district, library, higher education entity, or state education agency. Any person wishing to belong to CampSIG must also be a current member of TCEA.

ARTICLE IV: DUES
Section 1. Establishment of Dues
Dues for membership shall be determined by majority vote of the memberships. All voting members shall be notified in writing sixty (60) days in advance of any pending action to change the amount of dues.
Section 2. Membership Period
The membership period shall be one (1) year beginning date of dues paid. Dues shall be payable each year to continue membership. New members may join at any time.
Section 3. Delinquency and Cancellation
A procedure will be developed and approved by the Board of Directors which provides adequate notice of membership renewal and establishment of procedures for removal of delinquent membership. Members may be automatically removed if dues are delinquent for more than sixty (60) calendar days from the their due date. Upon determination of delinquency based on adopted procedures, a member shall be dropped from the rolls and thereupon forfeit all rights and privileges of membership.
Section 4. Membership Roster
The TCEA office will maintain an updated membership roster.

ARTICLE V. MEETING AND VOTING
Section 1. Regular Meetings
Meetings of CampSIG will be held two times yearly, in the summer and during the state convention of TCEA. The meeting date for the summer meeting will be determined and announced at the TCEA Conference
Section 2. Notice of Meetings
Written notice of any called meeting of the voting membership at which official business is to be transacted shall be mailed to each member not less than ten (10) days before the date of the meeting.
Section 3. Voting
At all meetings of the voting membership, each member shall have one (1) vote and may take part and vote in person only. A majority vote of those members present and voting shall govern. Voting rights of a member shall not be delegated to another nor exercised by proxy.
Section 4. Voting by Mail
Proposals to be offered to members for a mail vote shall first be approved by the Board of Directors of the CampSIG. In any mail vote, a majority of those voting shall determine the action.
Section 5. Cancellation of Meetings
The Board of Directors may cancel any meeting for just cause.
Section 6. Rules of Order
The meetings and proceedings of the CampSIGshall be regulated and controlled according to the current edition of Robert's Rules of Order for parliamentary procedure, except as may be otherwise provided by these Bylaws.

ARTICLE VI: ORGANIZATION STRUCTURE
Section 1. Board of Directors
The Board of Directors CampSIG will consist of:
President, Vice-President/President Elect, Secretary, Treasurer, Communication Liaisons, and Past President.
Section 2. Terms of Office
The President shall hold the office for one year and serve for one (1)consecutive additional term as Past President.
The Vice-President shall be elected annually. The Vice-President shall serve in the office of vice-president for one (1) year, president for one (1) year, and past president for one (1) year.
The Secretary shall be elected for a term of two (2) years and shall be eligible for re-election to the same office for one (1) consecutive additional term.
The Treasurer shall be elected for a term of two (2) years and shall be eligible for re-election to the same office for one (1) consecutive additional term.
The Communication Liaison position will consist of two officers with a two-year term. For the first year, one person will continue while the other maintains the position and mentor and assist the newly elected liaison. Each will serve on the CampSIGBoard of Directors.
No board member, having served two (2) full consecutive terms shall be eligible for re-election to the same office until at least two (2) years have elapsed since the last term.
Terms of office will begin at the conclusion of the summer meeting.

ARTICLE VII: OFFICERS
Section 1. Officers
The officers of CampSIG shall be President, Vice-President/President Elect, Secretary, Treasurer, Communication Liaisons, and Past President. All offices shall be elected by an at-large membership of the CampSIG.
Section 2. Qualifications for Officers
Any regular CampSIG member having been a member in good standing for a minimum of 1 year, shall be eligible for nomination and election to any office of the CampSIG.
Section 3. Nomination and Election Procedures
Nominations shall be made in writing or through email to any CampSIG officer at least one week prior to the summer meeting. A ballot shall be prepared allowing each member to cast a vote in writing. Votes shall be tailored and the new slate of officers announced at the business session of the summer meeting.

ARTICLE VIII: DUTIES OF OFFICERS
Section 1. President
The President shall be the chief elected Officer of the CampSIG and serve as Chairperson of the Board of Directors. The President shall preside at all regular and special meetings of the Board of Directors and the membership. The President shall serve as a member, ex-officio, of all committees. The President shall make all requited appointments of standing and special committees and trustees, and fill board vacancies as necessary.
The President shall be responsible for conducting, or delegating as appropriate, the only business of the CampSIG, consistent with current policies and authority granted by the Board of Directors. The President will monitor all official activities of the CampSIG to assure their adherence to current policies.
At business meetings, and such other times as are deemed proper, the President shall communicate to the members such matters and make suggestions to promote the welfare and increase the usefulness of the CampSIG. He/she shall perform such other duties as are necessarily incident to the office of the President or as may be prescribed by the Board of Directors.
Section 2. Vice-President
The Vice-President shall succeed to the Presidency. He/she shall perform the duties of the President in the event of the President's inability to be present. The Vice-President will serve as Program Chairperson of all meetings.
Section 3. Secretary
The Secretary will see that minutes are recorded for all business meetings, special meetings, and each Board of Directors meeting. The Secretary will conduct other routine business of the CampSIG as delegated by the President or the Board of Directors.
Section 4. Treasurer
The Treasurer shall be custodian of all funds of the CampSIG. The Treasurer shall direct the preparation of all records and transfer all funds to the TCEA office. He/she will pay routine bills provided by the President or delegated by the Board. The Treasurer shall report on the financial condition of the CampSIG at all meetings and at other times when called upon by the Board of Directors. He/she shall be responsible for the records of dues paying members.
Section 5. COMMUNICATION LIAISON
The Communication Liaison shall develop and maintain a working database on all districts . He/she will disseminate and communicate with the district coordinator, which in turn will be responsible for communicating with campus level technologists. . Each will serve on the CampSIGBoard of Directors.
Section 6. Past President
The Past President will assist all other officers in duties that the Board determines and also serves on the CampSIG Board of Directors.

ARTICLE IX. DISSOLUTION
CampSIG shall use its assets only to accomplish the objectives and purposes specified in these Bylaws. No part of said assets should be distributed to the members of the CampSIG. Any assets remaining upon dissolution of the CampSIG shall become part of the assets of TCEA.
A majority vote of itself or the TCEA Board of Directors may dissolve CampSIG, if the CampSIG is non-functioning, or operating in violation of these Bylaws.

ARTICLE X: AMENDMENTS
These Bylaws may be amended or repeal by a majority vote of the regular members voting by a thirty-day (30) mail ballot. Notice of such proposed changes must be sent, in writing, to the members' thirty (30) days before the meeting. Amendments may be proposed by an officer of the SIG, or upon petition of a simple majority o f the regular members, addressed to an officer of the SIG. The officers of the membership shall present all such proposed amendments.
