Technology Applications and Computer Science Special Interest Group Constitution and Bylaws

ARTICLE 1: Name and Location
The name of this organization shall be the Technology Applications and Computer Science Special Interest Group, hereinafter referred to as TACS SIG, a division of the Texas Computer Education Association (TCEA) which is a non-profit corporation, incorporated in the State of Texas.
ARTICLE II: Purpose and Objectives
Section 1: Purpose
The purpose of the TACS SIG shall be consistent with those purposes outlined in the TCEA Bylaws to include, but not limited to:
1. Encourage an active interest in computer education on levels K- 1 2 throughout the State of Texas.
2. Provide an opportunity to study and keep abreast of any new trends in computer education.
3. Promote professional cooperation and communication between teachers and administrators toward realization of sound educational achievements.
4. Provide a liaison with other organizations involved in the use of the computer as an educational tool.
Section 2: Objectives
The objectives of the TACS SIG include:
1. The sharing of successful lesson presentations.
2. Training for the AP exam.
3. Discovering innovative educational resources.
4. Exploring new trends in programming.
5. Disseminating information concerning programming contests.
6. Provide a forum to discuss and address TACS issues and concerns.
7. Create a unified voice to advance the issues and concerns of TACS teachers.
ARTICLE III: Membership
The TACS SIG is a special interest group dedicated to establishing a network of information exchange for TCEA members who are involved in or interested in programming and technology applications. All voting members MUST be members of TCEA. The executive board may determine allocation of SIG money.
Section 1: Establishment of Dues
• The TACS SIG will collect dues when members register for the TCEA convention or at the annual TACS SIG meeting, during the TCEA convention.
• Dues will be $10 per membership period.
Section 2: Membership Period
• Membership into the TACS SIG will be for a period of one year.
• Renewal is accomplished by paying dues when registering for the TCEA convention or attendance at the annual meeting of the TACS SIG during the TCEA convention.
Section 3: Membership Roster
• The membership roster will be maintained in the TCEA data base.
• After the annual meeting, updates to the TACS SIG membership roster will be provided to the TCEA secretary.
ARTICLE IV: Meetings, Discussions and Voting
Section 1: Meetings
The TACS SIG shall hold one meeting each year during the TCEA convention. The membership will be informed of the annual meetings in the TCEA magazine, by e-mail, by list-serv, and by posting on the web site. The agenda for the annual meeting will be posted by e-mail. Any member of the TACS SIG may propose agenda items either in writing or by e-mail. Robert's Rules of Order shall serve as the meeting protocol for the TACS SIG. In the case of business of the TACS SIG that may occur between annual meetings, said business may be conducted by e-mail.
Section 2: Voting
Membership in TCEA and TACS SIG are the only conditions for voting on items of business of the TACS SIG. Voting by e-mail is permissible in cases of the TACS SIG business that needs to be conducted between annual meetings.
Section 3: Discussions
TACS SIG will maintain a website pertaining to SIG business and as a resource repository for SIG members. TACS SIG will establish, maintain and moderate a list-serv forum.
ARTICLE V: Organization and Structure
The TACS SIG will consist of an elected board coming from the membership, nominated by committee. The elected board will consist of the following:

3. Vice-President - Computer Science
4. Vice-President - Technology Applications
5. Secretary/Treasurer
6. Representative - Computer Science
7. Representative - Technology Applications
8. List-serv Moderator
9. Web Master
ARTICLE VI: Officers
Section 1: Executive Officers
Elections will occur during the TACS SIG meeting during the TCEA convention. The President will be elected from the two Vice-Presidents and will serve a one-year term. The Vice-Presidents for Computer Science and Technologies Applications will be elected annually and will serve a one-year term. Vice-Presidents may be re-elected to serve up to four consecutive terms. The Secretary/Treasurer will serve a two-year term. Content representatives will be elected for Computer Science and Technologies Applications. If future content representatives are added, a ratio of one to one between Computer Science and Technology Applications will be maintained. The List-serv Moderator and Web Master will serve two-year alternating terms. The Secretary/Treasurer, List-serv Moderator and Web Master are not subject to term limits. There must be a secondary classroom teacher on the executive board at all times, preferably in the office of president or vice-president.
Section 2: Content Representatives
Content representatives are to serve as committee chairs as needed. Content representatives are responsible for forming committees and appointing members to serve on the committees. Committee members must be TACS SIG members to serve on a TACS SIG committee. Elections will occur yearly during the TACS SIG meeting during the TCEA convention.
Section 3: Eligibility
Officers can be anyone who is a member of the TACS SIG as defined previously.
Section 4: Nominations
Nominations for representatives will come from the membership. Nominations for Secretary/Treasurer and Vice President will come from the board.
ARTICLE VII: Duties of the Officers
Section 1: Duties of Presidents
1. Chairperson of the board.
2. Preside over all board meetings and membership meetings.
3. Responsible for contacting board members by e-mail to conduct business.
4. Make appointments for committees and committee chairs, on advice of the board.
Section 2: Duties of Past-President
1. Advice and assist president and board members.
Section 3: Duties of the Vice-President's
1. Represent TACS SIG in their elected content areas.
2. Perform the duties of the president in the event of president's inability to do so.
3. Other duties as assigned by president and board.
Section 4: Duties of Secretary/Treasurer
1. Take minutes of meetings.
2. Keep a membership roll.
3. Distribute minutes and information to membership by e-mail.
4. Allocate monies as designated by the board.
5. Present an annual financial statement to the TACS SIG at the TCEA convention meeting.
Section 5: Duties of the Area Content Representatives
1. Represent the concerns of the content from which each is elected.
2. Serve as committee chairs as appointed.
3. Form committees and appoint TACS SIG members to serve on the committee.
4. Report content area concerns to the SIG membership through the web site, list-serv and email.
Section 6: Duties of the List-serv Moderator
1. Establish and maintain the TACS SIG List-serv.
2. Ensure all TACS SIG members belong to the list-serv.
3. Moderate over discussions.
4. Approve List-serv membership requests from non-TACS SIG members.
5. Remove list members for inappropriate behavior.
Section 7: Duties of Web Master
1. Create and maintain TACS SIG web pages on the TCEA web site.
2. Actively solicit content through the list-serv and email.
3. Update the TACS SIG web pages every month.
ARTICLE VIII: Standing and Special Committees
Committees will be created at the discretion of the board and the president. Appointments of chairs and members will come from the president on advice from the board. A committee will be formed to assist the vice-president in organizing the annual SIG meeting at TCEA. Duties will include: acquiring sponsors, finding a site, arranging for refreshments, and acquiring door prizes.
ARTICLE IX: Amendments
Any part of these bylaws can be amended with majority vote at the TACS SIG meeting during the annual TCEA convention.
