TECHNOLOGY EDUCATION COORDINATORS SPECIAL INTEREST GROUP BYLAWS

ARTICLE I: NAME AND LOCATION

The name of the organization shall be the Technology Education Coordinators Special
Interest Group, a division of the Texas Computer Education Association (TCEA), which
is a non-profit corporation, incorporated in the State of Texas. Hereinafter, the Special
Interest Group will be referred to as the TECSIG.

ARTICLE II: PURPOSE AND OBJECTIVES

Section 1. Purpose.

The purpose of the TECSIG shall be consistent with those purposes outlined in the TCEA
Bylaws to include, but not limited to:

1. To encourage an active interest in technology on levels PreK-12, & higher ed
throughout the state of Texas.
2. To provide an opportunity to study and keep abreast of any new trends in
technology.
3. To improve teacher training programs in Texas in the area of technology.
4. To promote professional cooperation and communication between
educator/staff and administrators toward realizations of sound educational
achievements.
5. To provide a liaison with other organizations involved in the use of technology
as an educational tool.

Section 2. Objectives

The objectives of the TECSIG shall be as follows:

1. To interact with state agencies to establish appropriate guidelines for
technology in education.
2. To promote equal opportunities for all students within Texas to enjoy the
benefits and enrichments of technology integrated instruction.
3. To encourage the establishment of guidelines for the effective use of
Technology in educational administration and in the total school curriculum.
4. To develop standards of technology proficiency for the educational
community and recommend certification standards.
5. To encourage the establishment of technology specialists at all levels of
education.
6. To encourage the implementation of effective mechanisms for sharing and
disseminating information concerning technology.
7. To promote sound development directions for technology through ongoing
program evaluation and research.

ARTICLE III: MEMBERSHIP

Section 1. Qualifications

Membership in this association shall be composed primarily of persons employed by and
who supervise the use of technology within a public or private school/district, library,
higher education entity, or state education agency. This group may also include trainers
of supervisors of technology as well as state agency personnel responsible for
technology. Any person wishing to belong to TECSIG must also be a current member of
TCEA.

ARTICLE IV: DUES

Section 1. Establishment of Dues

Dues for membership shall be determined by majority vote of the membership. All voting
members shall be notified in writing sixty (60) days in advance of any pending action to
change the amount of dues.

Section 2. Membership Period

The membership period shall be for one (1) year beginning February 1 of each year. Dues
shall be payable by March 1 of each year to continue membership. New members joining
after March 1 will pay dues for a full year.

Section 3. Delinquency and Cancellation

A procedure will be developed and approved by the Board of Directors which provides
adequate notice of membership renewal and establishment of procedures for removal of
delinquent membership. Members may be automatically removed if dues are delinquent
for more than sixty (60) calendar days from the annual TCEA state conference. Upon
determination of delinquency based on adopted procedures a member shall be dropped
from the rolls and thereupon forfeit all rights and privileges of membership.

Section 4. Membership Roster

An updated membership roster will be maintained by the TCEA office.

ARTICLE V: MEETINGS AND VOTING

Section 1. Regular Meetings

Meetings of the TECSIG will be held three times annually, in the fall, spring, and during
the state convention of TCEA. The meeting date for the fall meeting will be determined
and announced at the spring meeting. The meeting date for the spring meeting will be

Section 2. Notice of Meetings

Written notice of any called meeting of the voting membership at which official business
is to be transacted shall be mailed to each member not less than ten (10) days before the
date of the meeting.

Section 3. Voting

At all meetings of the voting membership, each member shall have one (1) vote and may
take part and vote in person only. A majority vote of those members present and voting
shall govern. Voting rights of a member shall not be delegated to another nor exercised
by proxy.

Section 4. Voting by Mail

Proposals to be offered to members for a mail vote shall first be approved by the Board of
Directors of the TECSIG. In any mail vote, a majority of those voting shall determine the
action.

Section 5. Cancellation of Meetings

The Board of Directors may cancel any meeting for just cause.

Section 6. Rules of Order

The meetings and proceedings of the TECSIG shall be regulated and controlled according
to the current edition of Robert's Rules of Order for parliamentary procedure, except as
may be otherwise provided by these Bylaws.

ARTICLE VI: ORGANIZATION STRUCTURE

Section 1. Board of Directors

The Board of Directors of TECSIG will consist of:
President
Vice-President/President Elect
Secretary
Treasurer
Past President

Section 2. Terms of Office

The Vice-President shall be elected annually. The Vice-President shall serve in the office
of vice-president for one (1) year, president for one (1) year, and past president for one
(1) year.

The Secretary shall be elected for a term of two (2) years and shall be eligible for reelection
to the same office for one (1) consecutive additional term.

The Treasurer shall be elected for a term of two (2) years and shall be eligible for reelection
to the same office for one (1) consecutive additional term.

No board member, having served two (2) full consecutive terms shall be eligible for reelection
to the same office until at least two (2) years have elapsed since the last term.

Terms of office will begin at the conclusion of the spring meeting.

ARTICLE VII: OFFICERS

Section 1. Officers

The officers of the TECSIG shall be President, Vice-President/President Elect, Secretary,
Treasurer, and Past President. All offices shall be elected by the at-large membership of
the TECSIG.

Section 2. Qualifications for Officers

Any regular TECSIG member having been a member in good standing for a minimum of
1 year, shall be eligible for nomination and election to any office of the TECSIG.

Section 3. Nomination and Election Procedures

Nominations shall be made in writing or through email to any TECSIG Officer at least
one week prior to the spring meeting. A ballot shall be prepared allowing each member to
cast a vote in writing. Votes shall be tallied and the new slate of officers announced at the
business session of the spring meeting.

ARTICLE VIII: DUTIES OF OFFICERS

Section 1. President

The President shall be the chief elected Officer of the TECSIG and serve as Chairperson
of the Board of Directors. The President shall preside at all regular and special meetings
of the Board of Directors and the membership. The President shall serve as a member,
ex-officio, of all committees. The President shall make all required appointments of
standing and special committees and trustees, and fill board vacancies as necessary.

The President shall be responsible for conducting, or delegating as appropriate, the only
business of the TECSIG, consistent with current policies and authority granted by the
Board of Directors. The President will monitor all official activities of the TECSIG to
assure their adherence to current policies.

At business meetings, and such other times as are deemed proper, the President shall
communicate to the members such matters and make suggestions to promote the welfare
and increase the usefulness of the TECSIG. He/she shall perform such other duties as are
necessarily incident to the office of the President or as may be prescribed by the Board of
Directors.

Section 2. Vice-President

The Vice-President shall succeed to the Presidency. He/she shall perform the duties of the
President in the event of the President's inability to be present. The Vice-President will
serve as Program Chairperson of all meetings.

Section 3. Secretary

The Secretary will see that minutes are recorded for all business meetings, special
meetings, and each Board of Directors meeting. The Secretary will conduct other routine
business of the TECSIG as delegated by the President or the Board of Directors.

Section 4. Treasurer

The Treasurer shall be custodian of all funds of the TECSIG. The Treasurer shall direct
the preparation of all records. He/she will pay routine bills provided by the President or
delegated by the Board. The Treasurer shall report on the financial condition of the
TECSIG at all meetings and at other times when called upon by the Board of Directors.
He/she shall be responsible for the records of dues paying members.

Section 5. Past President

The Past President will assist all other officers in duties that the board determines and
also serves on the TECSIG Board of Directors.

ARTICLE IX: DISSOLUTION

The TECSIG shall use its assets only to accomplish the objectives and purposes specified
in these Bylaws. No part of said assets shall be distributed to the members of the
TECSIG. Any assets remaining upon dissolution of the TECSIG shall become part of the
assets of TCEA.

TECSIG may be dissolved by a majority vote of either itself or the TCEA Board of
Directors, if the TECSIG is non-functioning, or operating in violation of these Bylaws.

ARTICLE X: AMENDMENTS

These Bylaws may be amended or repealed by a majority vote of the regular members
voting by a thirty-day (30) mail ballot. Notice of such proposed changes must be sent, in
writing, to the members thirty (30) days before the meeting. Amendments may be
proposed by the officers of the SIG, or upon petition of a simple majority of the regular
members, addressed to an officer of the SIG. The officers of the membership shall
present all such proposed amendments.
